Suspicious package found outside Lakes Crossing in Reno deemed safe

A suspicious package investigation near the Lakes Crossing Building in Reno was resolved Wednesday morning with no threat to the public, according to Nevada State Capitol Police.

Police were called to the area of Battle Born Way and Galletti Way around 9:31 a.m. on Jan. 14 after a report of a suspicious item. As a precaution, nearby roadways were temporarily shut down while officers investigated.

The Capitol Police K-9 Unit examined the package and determined it did not contain any hazardous materials. Authorities confirmed there was no danger to public safety, and the scene was cleared shortly after. Roads in the area reopened to traffic at approximately 10:35 a.m.

Several agencies assisted with the response, including the Nevada State Capitol Police Division, Nevada State Police Parole and Probation Division, and the Sparks Police Department.

MEMORANDUM OF POINTS AND AUTHORITIES

CASE HISTORY

A Criminal Complaint was filed on August 7, 2025, charging the Defendant with Violation

of an Extended Order Against Staking or Harassment, a Category C Felony.

Counsel was appointed to represent the Defendant in the above-mentioned matter. On or about October 15, 2025, the Defendant's matter was transferred from the Dayton Justice Court to

the Canal Justice Court following the entry of the Recusal and Order of Appointment. The

Defendant appeared before the Canal Justice Court on October 28, 2025. The Defendant appeared

before the Canal Justice Court for a Status Hearing on or about December 16, 2025, and the matter 10 was bound over to the District Court for Competency Proceedings.

The Defendant has been seen before the District Court on January 5, 2026, January 26,

12 2026, February 9, 2026, and March 2, 2026. The Defendant has been deemed incompetent and a

13 recommendation for outpatient treatment has been made by providers.

The Nevada Supreme Court Rules state:

The Defendant is scheduled to appear before the Court on March 30,2026.

STANDARD OF LAW

Rule 46. Withdrawal or change of attorney. The attorney in an action or special proceeding may be changed at any time before judgment or final determination as follows:

1. Upon consent of the attorney, approved by the client.

2. Upon the order of the court or judge thereof on the application of the attorney or the client.

After judgment or final determination, an attorney may withdraw as attorney of record at any time upon the attorney's filing a withdrawal, with or without the client's consent.

The Nevada Rules of Professional Conduct state:

Rule 1.16. Declining or Terminating Representation.

(a) Except as stated in paragraph (c), a lawyer shall not represent a client or, where representation has commenced, shall withdraw from the representation of a client

if:

(1) The representation will result in violation of the Rules of Professional Conduct or other law;

(2) The lawyer's physical or mental condition materially impairs the lawyer's ability to represent the client; or

(3) The lawyer is discharged.

(b) Except as stated in paragraph (c), a lawyer may withdraw from representing a client if:

(1) Withdrawal can be accomplished without material adverse effect on the interests of the client;

(2) The client persists in a course of action involving the lawyer's services that the lawyer reasonably believes is criminal or fraudulent;

(3) The client has used the lawyer's services to perpetrate a crime or fraud; (4) A client insists upon taking action that the lawyer considers repugnant or with which the lawyer has fundamental disagreement;

(5) The client fails substantially to fulfill an obligation to the lawyer regarding the lawyer's services and has been given reasonable warning that the lawyer will withdraw unless the obligation is fulfilled;

(6) The representation will result in an unreasonable financial burden on the lawyer or has been rendered unreasonably difficult by the client; or

(7) Other good cause for withdrawal exists.

(c) A lawyer must comply with applicable law requiring notice to or permission of a tribunal when terminating representation. When ordered to do so by a tribunal, a lawyer shall continue representation notwithstanding good cause for terminating the representation.

(d) Upon termination of representation, a lawyer shall take steps to the extent reasonably practicable to protect a client's interests, such as giving reasonable notice to the client, allowing time for employment of other counsel, surrendering papers and property to which the client is entitled and refunding any advance payment of fee or expense that has not been earned or incurred. The lawyer may retain papers relating to the client to the extent permitted by other law. (emphasis added)

A Useful Concept or a Catch-All?

In recent years, the term ‘strategic corruption’ has gained traction across policy, academic, and advocacy circles. Coined to describe the use of corrupt practices as deliberate instruments of foreign policy, the concept has come into focus particularly since the escalation of geopolitical rivalries following Russia’s invasion of Ukraine. Yet even as its usage has expanded, its precise meaning remains contested.

An expert workshop supported by the Independent Social Research Foundation (ISRF) and the University of Rijeka brought together scholars and practitioners to probe the concept’s boundaries, practical applications, and analytical utility. The discussions were rich, critical, and ultimately inconclusive—revealing just how much definitional and conceptual work remained to be done.

This blog post shares key insights from that workshop and draws on recent research, including my co-authored article with David Lewis in a special issue of Public Integrity (2025), to move toward a more grounded and precise understanding of what strategic corruption is—and what it is not.

What’s at Stake: Definitional Drift and Conceptual Uncertainty

The origin of the term ‘strategic corruption’ is closely linked to the securitisation of anti-corruption policy. An influential 2020 essay by Zelikow et al., ‘The Rise of Strategic Corruption: How States Weaponize Graft’, cast the practice as an intentional tool of authoritarian foreign policy. This framing, embraced by the Biden administration, elevated transnational corruption to a national security priority in the United States.

Yet this shift, while welcome in some operational respects, came with conceptual costs. ‘Strategic corruption’ became a catch-all label, applied not only to the use of bribery and illicit finance, but also to cybercrime, disinformation, opaque investment, and elite capture. Often, these disparate activities were bundled together without clearly establishing the linkages—or the corruption. As one workshop participant put it, this risks turning the term into an empty vessel: rhetorically powerful but analytically slippery.

The Cres workshop discussions highlighted several ambiguities that need to be addressed for the concept to retain value. First, what is really new about strategic corruption? Is it the novelty of tactic—or their combination? Or is it the geopolitical context in which they are deployed?

Second, does the term sufficiently clarify the actors and mechanisms involved? Several participants questioned whether the concept overstates the coherence of state strategies and underplays the role of private networks, commercial actors, and hybrid entities. If everything from state-owned banks to cyber operations counts as strategic corruption, where do we draw the line?

Third, how useful is the dichotomy between authoritarian and democratic systems in this debate? Some argued that it is central, pointing to how authoritarian regimes leverage corruption abroad to weaken democracies. Others noted that democracies, too, engage in or enable corrupt practices abroad, and that the ‘democracy vs. autocracy’ framing may obscure more than it reveals. This remark has now been made more poignant by the current 180-degree reversal on anti-corruption policy by the Trump administration.

These tensions are also reflected in the growing academic literature on the topic. In their recent article in Public Integrity, Pozsgai-Alvarez and Lang (2025) outline four main strands of how the concept is used: strategy-oriented (focused on intentionality and state agency), tool-oriented (emphasising the corrupt instruments), effect-oriented (outcomes such as institutional destabilisation), and structure-oriented (underlying geopolitical or systemic drivers). Yet even these categories sometimes overlap or conflict.

The ride into Jackson was uneventful. It was dark and few people noticed our being sirened through all the traffic lights by our escort of police cars. The Masonic Temple is located in the middle of downtown Jackson, on Lynch Street. When we entered, it was almost full, a sea of Negro faces (although I became aware later that there were some whites among them, even some Jackson whites, particularly from Temple Beth Israel, the Jewish congregation in Jackson). As we filed to the seats reserved for us, the people of Jackson stood up and cheered us. I felt very strange; I had never been the guest of honor at a larger meeting before, and even sharing the limelight with almost two hundred others, it gave me a feeling of mixed humility and pride.

The opening invocation was given by Freedom Rider who was a rabbi from San Francisco, Joseph Gumbiner, and I was at this point introduced to on of the strangest (to me) aspects of southern Negro audience, their habit of responding aloud to sentiments with which they are pleased. As the rabbi repeated some of the most common and familiar (to me) phrases of Jewish ritual, I heard choruses of "That's right," "We believe," and "A-men!" At first I could not help feeling that this was impolite and inappropriate, but as it continues through the evening I began to get into the spirit too and to shed some of my northern reserve. The speeches, by Reverent C.T. Vivian, Jim Farmer, and various other leaders of the movement from all over the country."

In addition to mingling with such power brokers as Brown and Milk, they could corner Sheriff Eugene Brown, physician and newspaper publisher Carlton Goodlett, and Supervisor Carol Ruth Silver at San Francisco’s Hyatt Regency. And doing well meant doing good. The dinner’s proceeds subsidized the Peoples Temple Medical Program.

The Hyatt ballroom remained empty on December 2, 1978. Two weeks earlier, the small staff of the Peoples Temple Medical Program had mixed cyanide with Flavor Aid and administered the poisonous, sugary elixir to hundreds of people in faraway Guyana. The smiling seniors and racial rainbow of children touting the wholesomeness of the agricultural commune in the fundraiser’s promotional literature rotted in piles in the steamy South American jungle.

Steven Vecchiarelli, known by many as “Vecch” went to meet his Lord and Savior after a short battle with cancer on July 15, 2018.

He was born to his parents, Lenora Lee and Ernest BARELA on September 2, 1960 in Montebello, California. He was later adopted by his father Nicholas Vecchiarelli.

Steven and his family moved to Carson City, Nevada in 1970 and then to Dayton in 1976. Steven graduated from Carson High School shortly thereafter. In his adult life, he moved to Cabo Rojo, Puerto Rico and Tucson, Arizona where he helped raise two boys, Brandon and Bradly Rudder, who he described as the two best things he ever did. He moved back to Carson City/Dayton in 2011 where he met the love of his life and his best friend Debbie Peterson.

He was a man of great humor and had a deep appreciation for a fast car and good music.

Steve worked for the Lyon County School District and drove a school bus. He always had a smile for his co-workers and all of the children he took to and from school each day. He had a special place in his heart for each and every child and the cards and letters he received every year would prove it.

He was preceded in death by his fathers Ernest BARELA and Nicholas Vecchiarelli as well as his brother Ernie Barela.

He is survived by his mother, Lenora Lee Vecchiarelli; sisters, Camille Vecchiarelli (Russell) and Christine Meche (Les); and brother, Tony Vecchiarelli (Vivian). The branches of his family tree are many as he also leaves behind grandchildren, nieces and nephews, cousins, aunts and uncles, and a large circle of close friends. And of course we must mention his beloved cats and dogs.

It was a true blessing that Steve was able to spend some precious “last” moments with many of them before he passed. Even up to his last day he still found room for the “Vecch” humor and each of the stories shared will forever be engrained in our hearts. He left much too soon yet his presence will always be with us.

I bought a house in the Topaz Ranch Estates. In 1993, the Marine Corps wanted to send me back to Camp Pendleton. Not wanting to go back to California I took an early out. My new career then began with the Lyon County Sheriff’s Office in 1994 and I moved to Yerington.

Over the next twenty eight and a half years I served with the Lyon County Sheriff’s Office in numerous positions and attended many career enhancing schools enabling me to better serve the citizens of Lyon County. I am a father of five, grandfather of 11, great grandfather of 2 and live in Yerington on a small farm with his wife Theresa.

My Marine Corps career included travels or deployments to: Okinawa, Korea, Japan, Thailand, Philippines, Singapore, Australia, New Zealand, Canada, Egypt, Saudi Arabia, Kuwait, Iraq, Spain, and Germany. Assignments and Schools include: 1980 Marine Corps Recruit Depot 1981, Camp Lejeune Schools Battalion, 1981-1982 Marine Wing Support Squadron El Toro, CA, 1982-1983 Attached to Marine Air Support Squadron 2 Okinawa, 1983 Yechon Korea where I served as the Sergeant of the Guard during the Shoot down of Korean Airline 007. 1984 Dam Neck VA, Basic Intelligence schools then attached to Third Marine Aircraft Wing Air Combat Intelligence division. 1985 Little Creek VA, for Advanced Intelligence Analyst School then assigned to Marine Aircraft Group 16, Marine Medium Helicopter Squadron (HMM) 166, newly commissioned and served as the first Intelligence Chief for that squadron. 1985 First Marine Amphibious Force Tactical Exercise Control Group. 1986 awarded for having the highest rated intelligence office in the First Marine Amphibious Force. 1986 Coronado, Ca. Advanced Amphibious Intelligence School 1987 Returned to HMM-166 as Intelligence Chief and served as such for West Pack aboard the USS Tarawa. 1989 Deployed with HMM-166 as Intelligence during West Pac aboard USS Peleliu. Returned to Marine Corps Air Station Tustin serving with HMM-166 until August of 1990 when I was attached to HMM-161 as part of Contingency Air Group 70 to Saudi Arabia for Desert Shield. August 1990 – Spring 1991. Served as the Intelligence Chief For MAG-70 during Desert Shield/Desert Storm.

Later in 1991 to 1993 I was assigned to Mountain Warfare Training Center Bridgeport, Ca. Trained as an instructor for winter and summer survival. Further worked in academics, rewriting lesson plans for various training disciplines. Honorably discharged from the Marine Corps as a Staff Sergeant in 1993.

My Law Enforcement Career included: Sworn in as a Lyon County Deputy on Thanksgiving Day 1994. 1994 to 1996 Jail Deputy 1996 Attended the Nevada POST Academy 1996 to 2000 Patrol Deputy Interview, Interrogations, and Statement Analysis During that time, assigned to work with the U.S. Secret Service developing emergency action plan for the visit by former president Jimmy Carter. 2000 Certified by the Drug Enforcement Administration (DEA) as a Clandestine Lab Technician. 2000 to 2003 Narcotics Officer when I returned to the Patrol Division I was chosen as One of only Two Officers from the State of Nevada to attend the Drug Enforcement Agency Tactical Academy in 2003. 2003 – 2008 worked patrol, primarily in the Walker River area (Smith Valley, Yerington/Mason Valley area, Silver Springs). Detective Sergeant 2008 to 2010, Trained and served as Crisis Negotiator. SWAT Sniper concurrent with Detective Patrol Sergeant, Jail Sergeant, Patrol Lieutenant, and Administrative Captain. I retired from the Lyon County Sheriff’s Office on January 03, 2023.
