Senators Hagerty, Blackburn tout SAVE America Act as debate continues amid Democratic opposition

WASHINGTON, D.C. – Senators Bill Hagerty and Marsha Blackburn joined Republican Senate leaders on Wednesday, March 18, to push for the passage of the SAVE America Act.

Republicans face strong opposition by Democratic senators in getting the bill passed. The SAVE Act passed the House on February 11, 2026 with a 218-213 vote. The bill, according to Republican senators, is aimed at strengthening the election process and ensuring election integrity.

The SAVE Act, also known as the SAVE America Act, would amend the National Voter Registration Act. The SAVE Act would require individuals registering to vote to present proof of citizenship in person.

Blackburn recounted Tennessee’s top standing in the nation for election integrity and said the intent of the SAVE Act is to ensure security with elections across the country.

“It is common sense that only citizens should vote in our elections,” said Blackburn. “Tennesseans know when they go to the polls that one person one vote is respected and it is protected.”

Senator Mike Lee (R-Utah) said the Democratic arguments regarding voters being required to reregister to vote is not true. He said the ACT recognizes current registrations and if an individual is registered to vote then that registration is valid.

Hagerty urged citizens to consider why the Democratic senators are strongly opposed to the legislation.

“You should be a United States citizens in order to exercise the right to vote,” said Hagerty. “You have to ask yourself a very fundamental question. Senator Lee mentioned this. You got a situation where the vast majority of Americans support voter integrity. They support what we’re trying to accomplish with the SAVE Act and that’s very simple.”

Hagerty said the intent of the bill is to ensure Americans, and only American citizens, can vote in elections.

“You have to be a United States citizen in order to be able to exercise the precious right to vote,” said Hagerty. “You should be able to prove you are who you say you are when you go to the poll. This is something that 80% of Americans with large support, over 90% of Republicans and 71% of Democrats support this as well. So you have to ask yourself, why is it that 47 United States senators oppose what 71% of Democrats and 80% of Americans favor? Who is it that they represent?”

The SAVE America ACT would require states to ensure a person registering to vote for the first time is an American citizen through proof of citizenship with a passport or birth certificate. It would also impact those that have changed their name or that have relocated since their prior registration. It would require those individuals to provide proof of citizenship when registering in their new location or registering under their new name.

The SAVE Act also requires the removal of non-citizens from the voter registration.

“A State shall remove an individual who is not a citizen of the United States from the official list of eligible voters for elections for Federal office held in the State at any time upon receipt of documentation or verified information that a registrant is not a United States citizen.” (SAVE America ACT)

The Senate started the debate on Tuesday on the bill and will continue the debate on Wednesday. Senate Republicans need 60 votes to pass it and send it to President Donald Trump’s desk for signature. They do not have those votes yet.

At approximately 6:30 a.m. (CST) on Christmas morning 2020, Anthony Quinn Warner’s explosives-laden RV and Warner himself (identified through his remains) detonated in downtown Nashville, Tennessee, near the AT&T building. The blast hospitalized three and caused extensive property damage and disruptions to telecommunications systems. In addition to the substantial explosion and extensive damage and impacts, the case drew worldwide interest due to the bizarre precursor to the attack. Before the attack, a speaker attached to the RV issued warnings in a digital female voice to leave the area. The RV also broadcasted the 1964 hit song “Downtown” by Petula Clark, which CNN observed is “about how the bustle of a city can cure a lonely person’s blues.” The investigative determination was that Warner’s act – including the building of the explosive device – was not terrorist in nature and that he was a lone actor.

Targeted violence incidents involving motivation-elusive lone actors, such as Warner, present numerous additional challenges to investigations and proactive risk management efforts in an already complex field. They may not present as many proactive intervention opportunities as one may see unfold, for instance, during the process of online radicalizations of extremists. The Southern Poverty Law Center has noted this difficulty, raising concerns regarding the increasing prevalence of lone wolf and leaderless resistance attacks. Authorities have trouble disrupting such attacks because, without the presence of multiple conspirators, it is more difficult to learn of and penetrate plots during their formation. For example, leadership resistance emerged as a countermeasure by the Ku Klux Klan due to the prevalence and frequency of penetration into their networks by law enforcement.

After reviewing the pre-attack variables in the “motivation elusive” Nashville Christmas bombing, these are the four main takeaways.

With lone actors, the absence of multiple conspirators lessens opportunities for pre-attack interventions by decreasing the chances for the plot to be leaked in its formational stages. However, these plots may still be discoverable in advance. Anthony Quinn Warner’s 2020 Christmas Day bombing in Nashville, Tennessee, serves as an illustrative case-in-point as the police received accurate information regarding Warner’s activities months before the attack. Ultimately, problems in communication and follow-up led to a missed proactive prevention opportunity. This article examines Warner in the context of the variables used in the FBI’s June 2018 release A Study of the Pre-Attack Behaviors of Active Shooters in the United States Between 2000 and 2013 using the variables as a framework to assemble available information from open-source investigative or agency-released documents and statements, where possible, and press reports, when necessary. Although Warner was involved in a bombing, as opposed to an active shooter plot, the FBI’s framework remains useful toward the overall goal of increasing success in proactively identifying behaviors prior to a mass violence incident.

Case Analysis: Examining Warner’s Pre-Attack Behaviors

In analyzing this incident, the FBI – Behavioral Analysis Unit (BAU) addressed Warner’s motivations, observing that “only Warner knows the real reason why he detonated his explosive device.” However, they confidently noted in their assessments that the act was an intentional suicide contributed to “by a totality of life stressors.” They also assessed that Warner chose the time and location of the bombing for impact and that the bombing was not ideologically motivated. The FBI further noted that Warner’s “life stressors – include[ed] paranoia, long-held individualized beliefs adopted from several eccentric conspiracy theories, and the loss of stabilizing anchors and deteriorating interpersonal relationships.” Press accounts indicate a conversation between Warner and his “neighbor, Rick Laude…less than a week before Christmas,” where Laude recounted asking Warner “Is Santa going to bring you anything good for Christmas?” To which Warner reportedly replied, “Oh, yeah, Nashville and the world is never going to forget me.”

Warner’s criminal history is limited to two years of probation for a 1978 drug charge. Regarding more recent police contacts, officials initially reported, “Warner wasn’t on the radar of law enforcement before… [the] explosion.” However, this was quickly called into question on December 29, 2020, when released police reports (pursuant to public records requests) indicated that 16 months before the explosion, “officers visited his home in Antioch after his girlfriend reported that he was making bombs in the vehicle.” Responding to public concerns, Metropolitan Nashville Police Department (MNPD) Chief John Drake commissioned a Nashville Bombing After Action Review Board (AARB) on January 7, 2021. The AARB submitted the report on May 26, 2021, to “look at what occurred, what mistakes, if any, were made in the handling of information, and whether changes to policy or procedures are needed to help keep Nashville safer.”

The AARB report confirms that, on August 21, 2019, MNPD responded to a 911 call by attorney Raymond Throckmorton regarding suicidal threats made by his client, Pamela Perry. Perry, a friend of Warner’s, was visibly distressed upon the officers’ arrival. The AARB report further describes Perry’s report to MNPD as follows:

[Perry]…was adamant about getting rid of …[two] firearms that she said belonged to Anthony Warner…The officers stated that Ms. Perry seemed paranoid when they talked to her and she rambled about her friend (Anthony Warner) ruining her life. In addition, she showed signs of mental distress and she complained of physical distress. She said on several occasions that she felt like she was dying. She also stated that she believes Anthony Warner is making bombs in his RV at his home and she couldn’t die until she saved the “innocents” from Mr. Warner.

The report states that Attorney Throckmorton is also Warner’s attorney and:

[Throckmorton] told officers…that Mr. Warner frequently talked about the military and making bombs…[and that]…he believes Mr. Warner is capable of making a bomb but, he has never seen Warner with a bomb.

Additional noteworthy pre-attack activity includes two curious gift-based property deed transfers from Warner to AEG music executive Michelle Swing:

The first transfer involved the Warner family home in January 2019, for which his mother Betty Christine Lane sued him, and Swing transferred back to Lane on July 23, 2019; and

The second transfer was on November 25, 2020 (reportedly, “the house in Antioch that Warner had last lived in…worth $160,000”).

Press accounts indicate Swing declined questions regarding the nature of her relationship and connection with Warner referring said questions to the FBI. There are also press reports regarding a November 2020 letter from Warner to Swing where Warner “said his basement was ‘not normal’ and urged her to ‘take a look’.” The official sources and statements from the investigating agencies regarding the relationship and communications (letter) with Swing are limited, and publicly available electronic records of his internet search activity are not extant at this time (limiting the analysis of Warner’s Planning and Preparation). However, certain pre-attack variables for Warner have already been strongly confirmed, allowing for a summary analysis of many of the pre-attack variables for Warner through a similar lens as the FBI-BAU’s 2018 pre-attack study variables (see Table 1).

Four Takeaways From This Review of Warner’s Pre-Attack Variables

1. Concern for Fame

Warner may have had some concern or awareness of fame or infamy, making his suicidal exit from this world in a manner he knew would dominate headlines. Warner’s neighbor Laude, for instance, reported such a statement to the press.

2. Targeting Decision

The FBI concluded that Warner chose the location for impact but also for minimizing the likelihood of injury with no evidence indicating ideological motivations. Warner, at the least, chose a target at a time when there would not be much human traffic in the area. He also issued preemptive blast warnings followed by a cheerful 1960s tune regarding taking one’s troubles and worries “downtown.” However, Warner still created a manifest risk of death and severe injury to a several-block radius in a major U.S. metropolis, but his intentions were not clearly homicidal.

3. Planning and Preparation/Acquisition

Regarding planning and preparation activities, it is difficult to analyze this variable as there is limited information currently available regarding the Warner investigation, much of which is from press sources and interviews. What is clear is that the attack required substantial long-term planning and preparation (12 months or greater), with evidence of it occurring as early as August 21, 2019 (as evidenced by the police reports of Perry and Throckmorton). Little is known about Warner’s acquisition of bomb-making materials beyond the FBI’s information release that he was “acting alone.” By inference, it was within Warner’s capabilities to organize, select, obtain, and assemble the materials he needed for a vehicle-borne explosive device.

4. Concerning Behaviors and Missed Signs

The variable related to concerning behaviors yields perhaps the most constructive learning opportunity from this incident. In the FBI’s 2018 study of pre-attack variables, the authors describe concerning behaviors as “what was objectively knowable to others” before the attack. Warner’s concerning behaviors objectively manifested and were reported to authorities before the attack. The concerned party reported to the police well in advance of the attack, and it was specific to the type of attack being planned. Warner’s case is thus clearly identifiable as a missed opportunity, or what some researchers have termed a “missed signs” attack. Unfortunately, Warner’s case is not the first where authorities have missed signs prior to an attack. For example, other prominent and recent missed-signs cases include:

Esteban Santiago (killed five in Ft. Lauderdale in January 2017);

Ahmad Rahimi (detonated explosives in New York and New Jersey in September 2016);

Omar Mateen (killed 49 in Orlando in June 2016);

Tamerlan Tsarnaev (along with his brother, Dzhokar, killed 3 and injured hundreds at the Boston Marathon in April 2013); and

Maj. Nidal Hasan (killed 13 and injured dozens at Ft. Hood in Texas in November 2009).

As with past incidents, public concern is high regarding this missed opportunity, resulting in Nashville’s formation of the AARB and its reported findings. The AARB report ultimately:

[C]oncludes that there is no way to know for sure if the suicide bombing on December 25, 2020 could have been prevented. Law enforcement followed protocols and procedures regarding the 8/21/19 incident, however deficiencies were identified in how the follow up investigation was conducted.

Follow-up concerns include, for example:

“[I]nsufficient follow up with Ms. Perry,”

Lack of investigative updates and documentation by the Hazardous Device Unit (HDU), including supervisory escalation and coordination with detectives, and

Lack of a procedure to forward information for such investigations to higher leadership ranks.

To address the concerns raised by the response to pre-attack information that sources relayed to law enforcement before this attack, the AARB recommended:

Joint HDU/precinct detective investigations for all bomb incidents,

Reinstatement of a Joint Terrorist Task Force Officer liaison position, and

Immediate updates to executive staff regarding “any significant investigations surrounding viable threats or counterterrorism.”

The overall theme of the recommendations is improving organizational communications for significant threats.

Additional Considerations for Explosives-Based Attacks

Explosive devices, in contrast to firearms, are comparatively highly regulated. As such, simple possession-based offenses, without appropriate licensing and documentation, can trigger enforcement activity of their own accord. However, as Dori Persky at the American University Washington College of Law noted in 2013, precursor explosive materials – such as ammonium nitrate fertilizers, fireworks, pressure cookers, and diesel fuel – are legal, commonly available, easily purchased, and have frequently been used, successfully, to construct improvised explosive devices. These devices were deployed in high-profile attacks such as the Tsarnaev brothers’ 2013 Boston Marathon bombing and McVeigh’s 1995 bombing of the Murrah Federal Building in Oklahoma City. The roles of researchers and practitioners in preventing the next explosives-based attack are vital and interdependent. Mitigation strategies for explosive-based attacks include restricting access to necessary materials and increasing public awareness (including that of retailers of such materials) regarding the suspicious purchase and behavior patterns related to them.

National Academies of Sciences Engineering Medicine (NASEM) researchers also note that violent actors and groups adapt to regulatory countermeasures regarding bomb-making materials. Hence, a multi-chemical awareness strategy is necessary. To help agencies stay abreast of ever-evolving threats and tactics, NASEM provided additional research recommendations, including:

Increased data collection for explosive incidents,

Product research and development to search for potential substitute chemicals,

A systematic scientific study to better inform regulatory thresholds for precursor chemicals, and

Additional comprehensive behavioral research relevant to these incidents (e.g., the actors themselves and responses from policymakers, businesses, and the public).

In addition to keeping abreast of the relevant research to inform evidence-based practice, practitioners should be aware that opportunities for praxis are available through the United States Bureau of Alcohol, Tobacco, Firearms and Explosives’ National Center for Explosives Training and Research, which offers subject matter guidance, expertise and training support regarding these complex and multi-faceted investigations.

Concluding Thoughts

Once a preliminary investigation establishes the who (regarding the identity of an attacker), the other questions of why (regarding motive), how (regarding planning, preparation, and acquisition), and if (regarding whether potential opportunities for intervention were missed) inevitably follow. For example, if a lone actor were disciplined during pre-attack preparations, particularly regarding the actor’s communications, the why for motivation can remain frustratingly elusive. Further, the if for prevention not only haunts investigating agencies but can become their public scourge when wielded by outraged communities who perceive organizational failure through the clearer picture of events illuminated by hindsight.

In Warner’s case, as the AARB findings confirm, specific and credible reports of concerning behaviors were made known to law enforcement well over a year before the attack, and the agency indeed faced scrutiny. Practitioners in law enforcement, intelligence, and threat assessment/risk mitigation communities know all too well the pressures and tradeoffs regarding allocating and prioritizing their limited resources to the nearly constant influx of information regarding potential threats to community safety. While the frequent successes of threat assessment and risk mitigation seldom make headlines, successful attacks always do. Agencies must evaluate and learn from these attacks, not from the perspective of the negative judgment of one’s peers but from the standpoint of collective and continuous improvement.

Considering the variables in Warner’s attack and the presence of missed signs, which are heavily attributable to communications issues, the following questions focus thematically on internal and external agency communications. These questions may launch productive discussions as leaders seek to close potential gaps in their risk mitigation strategies and narrow the opportunities for nefarious actors – regardless of their motivations – to succeed in their malicious designs:

When was the last time the agency conducted a top-down review of its multidisciplinary, multiagency threat management strategy (including the related policies, procedures, and accountability measures) along with a status evaluation of the information flow between all relevant stakeholders?

Should the agency instill a realistic but hopeful perspective into its organizational culture regarding its role in preventing targeted violence?

Does the organizational culture treat information from the public and other agencies as both a precious resource and a sign of trust?

Does the agency leverage information received to the appropriate investigative conclusion and fully document its investigative efforts?

When was the last time the agency engaged with the community regarding signs of suspicious activities or concerning behaviors?

Does the public know: How to make a report? How may confidentiality be protected? What to expect following a report?

Are there any barriers – such as logistics, trust, or public confidence – that may discourage potentially lifesaving reporting to the agency?

Luther’s final thoughts were not meant to bum you out or lead you to despair.

I have been at more bedsides of dying people than I can remember and done more funerals than I can count. It is a profound honor to be with someone as they depart from this world and to profess Christ’s mercy to them as they prepare to see him, to see their last interactions with family and friends, to hear their last thoughts, and to learn about what is important to them when all of the chaos and inconsequential things have fallen away. For the Christian, death is not just part of the “grand circle of life.” It is a foreign thing, a consequence of our sin and rebellion. But as death comes to us, we often witness a person’s essence and beliefs displayed in a distilled, refined form.

At Luther’s death in February of 1546, those attending him found a scrap of paper in his garment pocket with his brief last thoughts written upon it. The words read, “We are beggars. This is true.” At first glance, these words may seem depressing, nihilistic, or even defeatist in some way, but they are really quite the opposite. This final statement of Martin Luther stands as the distilled, refined summation of his entire life’s work and the theology that the Holy Spirit caused him to rediscover. These last words do not point us to despair; they point us to Christ.

God’s Word teaches us both law (the things he commands us to do and not to do) and gospel (Christ Jesus crucified to atone for our sins). These truths comprise the meaning of human existence before God. Under God’s law, we learn what God’s perfect standard is for our thoughts, words, and deeds. As we witness and hear of that standard, we become painfully aware of the fact that we do not measure up. Throughout the course of his ministry, Luther continually proclaimed the reality of our inability to please God with our actions, as the Bible tells us that all have sinned and fallen short of the glory of God (Rom. 3:23). The wages of sin is death (Rom. 6:23), and that by the works of the law no one will be justified (Rom. 3:20, Gal. 2:16). Before God, we have no claim on the Kingdom of Heaven if we are relying on our own resume of good works. We cannot justify our lives before God. We have no case to make. We are beggars before God’s throne.

The best news for us is that the law does not have the final say. For while we were still sinners, bent on our own destruction, Christ Jesus’ love was the impetus for his life-giving atonement on the cross and his resurrection on the third day (Rom. 5:8). God’s law kills us with its severity, but the full sweetness of the gospel makes us alive. Christ’s innocent blood shed for us atoned for our sins, canceled our debt in hell, and freed us from all those things that we fear as our own death approaches. Christ’s death gives us life. While it is true that the wages of sin is death and we cannot merit salvation, it is also blissfully true that by faith, we are justified (saved) by his grace as a gift (Rom. 3:24).

In light of these realities in which we live before God, Luther believed that we live by grace alone and by faith alone (Eph. 2:8). This means that our salvation is an entirely unearned gift freely given by God, as is the faith by which we receive it. It is imperative that we understand that even the faith by which we cling to God and his truth is a gift of the Holy Spirit and not the product of our reason and strength. By grace, the faith that he demands of us, he himself gives to us.

Luther also believed, taught, and confessed that salvation comes to us by Christ alone. This is not to the exclusion of the Father and the Holy Spirit. Both the Father and the Holy Spirit give testament to Jesus. In him, we have seen the Father, and of him, the Holy Spirit teaches us. Jesus’ blood atonement for the sins of all mankind for all time is the single most important act in the history of the universe, as salvation is found in no one else, and there is no other name under heaven by which people are saved (Acts 4:12). Thus salvation is found in Christ alone.

How do we know that all of this is true? Martin Luther believed it to be by Scripture alone. This is not to say that natural law cannot show us anything about God at all because it most certainly does! But the depth of our sin and the revelation of the person and work of Christ is found only in the texts of the Bible. Only there do we find God’s will for our lives and the promises of God. Only there do we have access to the mind of God and know him as he wants to be known. Only in Scripture can we be certain about who God is, who we are, and the meaning of life

Since it is God alone who created us, God alone who redeemed us, God alone who sustains us in this life, and God alone who is coming again to take us home, we realize that all credit and glory must be given to him. Life does not come from us, truth does not come from us, faith does not come from us, and salvation does not come from us, so neither we nor anything else under heaven is worthy of glory. All glory is to be given to God alone. This was finally Luther’s unifying theme. Truth, life, identity, salvation, and hope come from God. To Him alone be the glory for it all.

These were the beliefs of Martin Luther: grace alone, faith alone, Christ alone, Scripture alone, and to God alone be the glory for all of it. Distilled down to its simplest essence, we are beggars; this is true. Luther’s final thoughts were not meant to bum you out or lead you to despair. They were meant to cause you to look outside of yourself and towards Christ, the author and finisher of your faith and the one who promises to lead you into truth as you ready to face your own death with confidence and hope. Now, Contending for the Faith. In this regular feature, Dave and Tom respond to questions from listeners and readers of The Berean Call. Here’s this week’s question:

“Dear Dave and T.A.,

I’m troubled about the verses I read about deception in the church - in particular, how are we to understand Matthew:24:24

: ‘For there shall arise Christs and false prophets and shall show great signs and wonders insomuch that if it were possible, they shall deceive the very elect.’”

Tom: Dave, you know, many people set up categories here. If they find somebody that is off in one area, all of a sudden they either say, “Well, that person can’t be a believer because they’ve been deceived,” or they say that it’s just one particular area that they’re deceived in and we shouldn’t come to a conclusion about it. First of all, does this verse apply to believers today?

Dave: You mean, could a believer be a false prophet? A false Christ? No, I don’t think so. I think…

Tom: Or could they be deceived by false prophets?

Dave: Oh! I think a true believer could be deceived. But what I think it means is, and as this writer indicates, not permanently. In other words, you might deceive a person for a moment, but I believe that if they stick with the Word and follow the leading of the Holy Spirit, they are not going to be deceived for long. It says, “So much that if it were possible, even the elect would be deceived.” Therefore, I don’t think it is possible ultimately to deceive the elect.

Tom: Dave, we’ve been talking about the deception and delusion for months now just going through your book Beyond Seduction, and there’s so much more that’s happened since then that seems to indicate that people have been drawn off to these false teachings and false ideas. Maybe not false Christs, per se, but certainly anti-biblical - or issues that are contrary to the Word of God.

Dave: Well, Jesus makes it very serious here. And, as you know, He mentions this three times. And this is in response to the question from the disciples: “What will be the sign of your coming and of these things?” You know, the destruction of the temple and the end of the world. I think He’s talking about the nearness of His return, and the very first thing - it has a list of a number of things: wars, rumors of wars, earthquakes, pestilence, famine, and so forth, ethnic group rising against ethnic group, which certainly is true today - but they come later. The very first thing He says is, “Beware - or take heed that no one deceive you.” And then, three times He repeats it about false Christs and false prophets, warning that this is going to happen. And I think we live in that day. No doubt about it. And He warns in Matthew 7 - well, He says, “Many will say to me in that day, ‘Lord, Lord, didn’t we prophesy in your name? In your name we cast out devils. In your name we did miracles.’”

He says, “I will say, ‘I never knew you.’” So they were never Christians. And yet apparently they passed for Christian leaders who were seemingly doing signs and wonders. And you know that’s the big emphasis today - signs and wonders.

And then Paul uses the same language in 2 Timothy:3:8

. He says, “As Jannes and Jambres withstood Moses, so do these also resist the truth: men of corrupt minds, reprobate concerning the faith.” So he is warning us again, and in fact he begins that chapter - chapter 3, “In the last days, dangerous times shall come.” And it talks about loving ourselves, and so forth.

So I think this is a very serious warning from the Lord. We have to heed it. And are there false prophets out there? Definitely there are. And I think in relation to this, Acts 20, where Paul tells the elders at Ephesus, “You remember that during the space of three years I ceased not to warn every one of you night and day with tears.”

So Paul took this so seriously that he’s warning them; he is weeping. I often say to people - not often, but when I’m on the subject, I say, “Look, some people accuse me of being a fanatic, just pounding away on error, warning about error, warning about apostasy. I haven’t even begun to be concerned compared with Paul. He wept and warned day and night for three solid years.”

Tom: Dave, there was no Christian television, no Christian radio, no Christian media, and the reason I’m bringing that up is because we’re inundated by all these false ideas through these different media. Yet Paul, you know, he wasn’t dealing with any of those.

Dave: But he was very serious and very concerned, and perhaps then my level of concern ought to rise. The level of concern of people out there ought to rise. He writes to the Corinthians, you know, that he’s concerned, lest, as Satan deceived Eve, they should be led astray and embrace another Jesus instead of the real Jesus.

Tom, it’s happening in the church, and I think we should be concerned. We need to pray about it, and we need to stand against the error and stand for truth and rescue as many as we can.

Adam Schiff to Hold Hearing on Hollywood Jobs With Noah Wyle and IATSE’s Matt Loeb

Sen. Adam Schiff will hold a field hearing on Friday in Burbank with “The Pitt” star Noah Wyle and IATSE President Matt Loeb, as he looks to build support for a federal film incentive.

Schiff is also expected to focus on the job impact of the merger of Paramount and Warner Bros.

“There are many pressures facing the entertainment industry workforce – from generous tax incentives offered by other countries, to the potential merger of two of Hollywood’s biggest studios,” Schiff said in a statement.

“The Pitt” is often highlighted as a success story for California’s production incentive. The show is set in Pittsburgh but films on the Warner Bros. lot in Burbank, and has received $24.5 million in state tax credits to do so.

For the last year, Schiff worked to gather sponsors in Congress for a federal production incentive that layers on top of state-level subsidies. The International Alliance of Theatrical Stage Employees, which represents 160,000 entertainment workers, is also a key supporter of increased tax incentives to preserve domestic production.

The hearing also includes Jax Deluca, executive director of the Future Film Coalition, a group of independent film professionals. The group has launched a website, BlocktheMerger.com, that urges state attorneys general to seek an injunction to prevent the Paramount-Warner Bros. deal from going through.

In a press release, Schiff argued that the U.S. film and TV industry is facing intense competition from foreign countries’ incentive programs.

Schiff raised the issue with Ted Sarandos, co-CEO of Netflix, at a Senate hearing in February. Sarandos was on Capitol Hill to defend his company’s $83 billion deal to acquire Warner Bros., which has since fallen apart. Paramount is now in line to acquire the studio in a deal valued at $111 billion.

As of now, no one from either Paramount or Warner Bros. is slated to testify at the hearing in Burbank.

“I look forward to hearing directly from industry leaders and experts on the state of the industry, what we need to do to compete, and how this proposed deal would impact workers as we seek to strengthen film and television production in California and the United States,” Schiff said.

A leading House Democrat is urging members of the committee charged with awarding Nobel Peace prizes to grant the honor to Pope Francis.

California Rep. Adam Schiff will begin circulating Wednesday a letter among his House colleagues that calls for the pope to be given the highly-touted humanitarian award for using his “pulpit to exhort people and nations around the world to conduct their affairs with spirituality, morality and integrity.”

“Pope Francis has been a powerful advocate for peace, urging an end to conflict and support for constitutive ties among nations,” Schiff wrote. “He has called on the world to use diplomacy and discussion to solve disputes, rather than military force, coercion or intimidation. This commitment to nonviolence, which the Pope has put into practice every day through his words and actions, is at the core of the principles behind the Nobel Peace Prize.”

Pope Francis is in Washington this week to meet with President Barack Obama and give a joint address to Congress. Democrats, especially a cadre of Catholic lawmakers, have intensely embraced Pope Francis’ more inclusive message in the weeks leading up to his visit.\

Democrats have praised the pope, who was elected in 2013, for speaking out on climate change, immigration and forgiveness for those who have lived outside the traditional tenants of the Catholic Church.

Lawmakers have also thanked the pope for being a leading advocate to push countries to accept a series of migrants fleeing the Middle East for Europe.

Schiff wrote in the letter that Pope Francis’ compassion for the refugees solidifies his credential for the Nobel Peace Prize.

Vice President JD Vance said Wednesday that it was "pretty crazy" that he was among the last officials to meet with Pope Francis before his death earlier this week.

"When I saw him, I didn't know that he had less than 24 hours still on this earth," Vance told reporters in Agra, India. "I think it was a great blessing."

The vice president is on a four-day trip in India with his wife Usha, the first Hindu American second lady, whose parents emigrated to the U.S. from India. Vance's visit with his family comes after they traveled to Italy last week to participate in Holy Week events. Vance noted that plans remain in flux about whether he will attend the pope's funeral in the coming days.

The vice president outlined his brief visit with Francis on Easter Sunday, saying he knew the pope was "very ill," but he "didn't realize how sick he was."

"The thing that I will always remember Pope Francis for is that he was a great pastor," Vance said. "People on the margins, poor people, people suffering from diseases, they saw in Pope Francis an advocate and I think, a true expression of Christian love."

The alumbrados of Spain were a mystical Christian movement that arose in the 1510s. Initially enjoying noble patronage and an environment of spiritual exploration fostered by the reforms of Cardinal Cisneros, the alumbrados spread their ideas throughout Castile. Led by charismatic female spiritual leaders or beatas, the alumbrados’ brief era of success ended when two of its leaders came before the Tribunal of Toledo in 1524. With a membership consisting mostly of second-generation conversos, the alumbrados advocated an interiorized approach to Christianity under the aegis of dejamiento. The meditational practice of dejamiento called upon its practitioners to “abandon” themselves to God and His will effectively releasing themselves from their ties (ataduras) to the material world that included the Church and the priesthood.

By 1525, convinced of the heretical nature of alumbradismo, the Inquisitors published El edicto contra los alumbrados consisting of 48 alumbrado Propositions followed by official Inquisitorial refutation and condemnation. The Edict of 1525 presented the alumbrados as a dangerous group of heretics in its attempt to delegitimize their beliefs.

This study focuses on the Inquisitors’ diction in their responses to and qualifications of the alumbrado Propositions, specifically their usage of the words loca (crazy) and locura

(madness). The usage of loca is then placed within a discourse about the attitudes prevalent in Castilian society towards conversos and beatas with the understanding that stereotyping and general dislike and fear of both groups contributed much to the Inquisitors’ reactions to the alumbrado Propositions. The Edict also reveals the Inquisitors’ interpretative difficulties in classifying alumbradismo and placing it within their continuum of heresy. The usage of loca as a negative qualifier in Inquisitorial responses was meant to highlight the danger the movement posed to Catholic orthodoxy. The alumbrados challenged the Inquisitors’ cosmological views and pre-established categories of heresy. In turn, the Inquisitors designated the alumbrados a novelty placing them in a third space of heresy, one neither crypto-Jewish nor Protestant and lying somewhere between heterodoxy and orthodoxy.

The analysis of the intertwined factors of the Inquisitorial portrayal of the alumbrados and the alumbrados’ status as conversos and women is placed within an overall discourse that addresses the historiographic problems that historians of alumbradismo have faced. As such, the alumbrados are presented as free as possible from labels of heresy or comparison to other contemporary religious movements. Inquisitorial testimonies and documents remain the primary sources of alumbrado history, however, this thesis attempts to set aside the Inquisitors’ interpretation of alumbradismo when representing their ideas. The alumbrados then function as an example of the growing spiritual and religious unrest prevalent in sixteenth century Europe and as an example of a uniquely converso understanding of Christianity.
