The Cabinet Office has been accused of covering up for the royal family after the release of documents including some relating to travel expenses for the former Duke of York as UK trade envoy were withheld at the last minute.

Files released to the National Archives include documents relating to the death of Diana, Princess of Wales, and a grovelling apology from John Major’s office after an official birthday telegram to the Queen Mother was addressed in an “improper manner”.

But the documents, which are made available to media in advance under embargo, had also included No 10 minutes from 2004 and 2005 on royal visits. These were subsequently withdrawn, the Cabinet Office blaming an “administrative error” as they had never been intended for release.

The minutes, seen by journalists before they were pulled, appear unremarkable and include a note that a change in rules could mean costs for the then Prince Andrew as a UK trade envoy would be funded by the Royal Travel Office – rather than the former Department of Trade and Industry – adding £90,000 to its budget. Visits discussed were to China, Russia, south-east Asia and Spain.

The retention of the minutes underlines the way that files relating to the royal family are routinely withheld from release under the Public Records Act.

Graham Smith, the chief executive of anti-monarchy campaign group Republic, said there should be no royal exemption at all. “The most likely reason for this attempt to stop disclosure is pressure from the palace. The royals have sought to keep everything under wraps when it comes to Andrew, not to protect him but to protect themselves.”

A tranche released relating to Diana’s death and funeral arrangements was already released in 2005 by the Cabinet Office under the Freedom of Information Act, and includes a vivid description of events by the UK’s ambassador to France, Michael Jay.

However, they reveal Downing Street refused in 2005 to release details of a conversation between Tony Blair and the French president, Jacques Chirac, after the Paris accident, on the grounds such conversations were “confidential” and “fundamentally not in the public interest”.

It was several hours before Chirac could be contacted by his aides to inform him of what had happened, leading to intense speculation as to his whereabouts. His chauffeur subsequently claimed that he had been with a mistress.

Meanwhile, No 10 was forced to issue an apology after the Queen Mother’s private secretary, Capt Sir Alastair Aird, telephoned No 10 complaining that John Major’s 1994 birthday greeting had been “incorrectly addressed”. Roderic Lyne in the No 10 private office wrote back, apologising but insisting that Downing Street staff were not to blame.

“The message itself, as it left our hands, was entirely correct. However, in transmitting it, it appears that British Telecom most unfortunately addressed the telegram in the improper manner which you described,” he wrote.

“I am so sorry that this happened. Our own staff are sticklers for the correct form, as you would imagine. Perhaps the solution would be for us to abandon telegrams which seem in any case to be going out of fashion.”

It was not clear what the error that caused offence concerned, but the Queen Mother herself seemed unperturbed, telegramming Major and wife Norma to send “warm thanks” for their “kind message of good wishes”.

MPs warn new Archbishop against slavery reparations

A group of 27 MPs and peers have called on the incoming Archbishop of Canterbury to reconsider the Church of England’s plan for slavery reparations.

In a letter addressed to Dame Sarah Mullally, parliamentarians expressed concern about Project Spire, which would see £100 million from the Church Commissioners' endowment allocated to a separate fund promoting “healing, repair and justice” for communities historically impacted by slavery.

Led by Shadow Home Office Minister Katie Lam, the letter argued that the endowment should be used to support parish ministry, maintain church buildings, and preserve the Church’s historic records.

Signatories including senior Conservatives Chris Philp, Claire Coutinho, and Neil O’Brien warned the plan could set a “worrying precedent” for other organisations to make similar financial commitments.

“At a moment when churches across the country are struggling to keep their doors open - many even falling into disrepair - it’s wrong to try and justify diverting £100 million to a project entirely separate from those core obligations,” the letter stated.

The group also questioned the “evidential basis” for Project Spire, which was initiated after research revealed the Church’s historical financial links to slavery.

“The Church has a long and complex historical record, one that includes both moral failures and courageous leadership in the abolitionist movement. To reduce this history to a simplistic narrative of guilt does a disservice both to truth and to the Church’s own legacy,” the letter added.

Dame Sarah will be formally installed as Archbishop of Canterbury in March.

“A clear signal from you now that the focus of the Church under your leadership will be the strengthening of parishes, not the pursuit of high-profile and legally dubious vanity projects, would reassure the many worshippers, clergy, and members of the public who have contacted us with their concerns,” the letter urged her.

A spokesperson for the Church Commissioners said Project Spire is "consistent with the Church of England’s Fourth Mark of Mission: to ‘seek to transform unjust structures of society, to challenge violence of every kind and pursue peace and reconciliation.'"

They insisted the fund is being developed "transparently," and "in line with charity law, our fiduciary duties, and our moral purpose—to ensure proper oversight and accountability.”

North Korea has fired long-range strategic cruise missiles into the sea to test the country's nuclear deterrence.

The testing comes days after it showed progress on its first nuclear-powered submarine, the Associated Press reported.

The Korean Central News Agency said that the missiles launches occurred off the country's west coast on Sunday, December 28.

Leader Kim Jong Un was at the firing and country's official news agency said he expressed "great satisfaction" over the launches.

Kim noted testing the reliability of the country's nuclear deterrence and demonstrating its might are "just a responsible exercise of the right to self-defense and war deterrence".

U.N. Security Council resolutions prohibit North Korea from launches involving its huge stockpile of ballistic missiles.

The country's cruise missile tests are not banned, but do pose a threat to the US and South Korea. They are highly maneuverable and fly at low altitudes to avoid radar detection.

South Korea's Joint Chiefs of Staff said it was aware of the several cruise missile launches. It added that the country maintains a readiness to repel potential provocations from its neighbour through its alliance with the United States.

Analysts say North Korea would aim to use cruise missiles to strike U.S. warships and aircraft carriers in the event of conflict.

North Korea last week test-launched new anti-air missiles off its east coast. AP reported that photographs showed a largely completed hull of a developmental nuclear-powered submarine and North Korea implied it would arm the submarine with nuclear missiles.

A nuclear-powered submarine is one of several sophisticated weapons systems that Kim has said he will to introduce to cope with what he describes as U.S.-led security threats.

Some experts say North Korea's alignment with Russia may have helped it to receive technologies in return. The country has sent thousands of troops and military equipment to the Russia to support President Vladimir Putin's Ukraine conflict.

The country has focused on weapons-testing activities to expand its nuclear arsenal since Kim's nuclear diplomacy with U.S. President Donald Trump collapsed in 2019. Kim suggested in September that he could return to talks if the U.S. drops "its delusional obsession with denuclearization" of North Korea.

Experts say Kim might think his enlarged nuclear arsenal would give him greater leverage to wrest concessions in potential talks with Trump.
